Every location built, with the laws and guidance placed there. The other EU member states (Austria, Belgium, Bulgaria, Croatia, Cyprus, Czechia, Denmark, Estonia, Finland, Greece, Hungary, Ireland, Latvia, Lithuania, Luxembourg, Malta, Poland, Portugal, Romania, Slovakia, Slovenia, Spain and Sweden) get GDPR, the EU AI Act and the EU-level guidance; the EEA states get GDPR. A site in a country not listed reads "no law held: nothing placed", and a site with no country reads "country not given: no law placed".
